Just what are these little fellas?

Recently there’s been an increase in sightings of these little fellas, I’m not exactly sure what they are but they appeared over the winter. While they were quite shy at first, they’ve become more accustomed to being around people and are now quite bold. They have this weird mode of flight, a kind of steeply bobbing action as if they can only be bothered to flap their wings for a second or so before taking a breather. They can however, make quite impressive flights in a fraction of the time a larger bird would take, moving from the ground to a lofty vantage point, some three or four stories from the ground, in less than three seconds.

I know nothing about birds so they’re a bit of a mystery to me, they remind me a bit of those birds you see in groups on the ground at the beach, scampering through the shallow water but these are always spotting singly.  In truth this is not the first time I’ve seen these little fellas around, I have caught sight of ’em in meadows over the years but have only just noticed this move into territory usually associated with sparrows or pigeons.
